Africa’s public sector weak – GIMPA Rector

market1Professor Franklyn Achampong Manu, Rector of Ghana Institute of Management and Public Administration (GIMPA), has underscored the need to strengthen the public sector in Africa for quality service delivery.

He said the public sector was weak and required adequate resources and sustained training to enable workers deliver on their mandate to improve the lives of the people.

The Rector was speaking during a plenary session at the on-going Africa Public Service Day commemoration.

Participants discussed and presented reports on the topic: “Empowering management development institutions to build capacity in the public service for a better service delivery in Africa.”

He said Africans have common problems in the public service but access to resources from the leaders to develop relevant programmes to improve the sector was difficult.

He said regular training for public sector workers to improve their knowledge and skills for quality service was vital. However, “training is an afterthought for many governments.”

Participants recommended that African governments must show commitment to training public sector workers and provide adequate resources to empower them to give better services to the people.

They also called for Management Development Institutions (MDI) to design productivity index to assess public services in Africa, and develop a network of MDI to exchange ideas between Africans.

Participants further suggested the strengthening of national level public services to collaborate effectively as well as adopt the GIMPA model, where there is effective private and public sector collaboration.
