NDPC launches national monitoring and evaluation manual
Dr Regina O. Adutwum, Director – General of the National Development Planning Commission (NDPC) on Wednesday said, Monitoring and Evaluation (ME) play a critical role in national development efforts.
She said ME enabled Government to assess the extent to which it had done what it pledged to do within the context of its national development policy framework through the sector and district medium term development plans.
Dr Adutwum was speaking at the launch of the National Monitoring and Evaluation Manual in Accra sponsored by the Government of Japan and the World Bank.
She said the NDPC over the past years had work in collaboration with partners to establish a credible and comprehensive ME System for the country.
Dr Adutwum said the system involved the development of appropriate institutional arrangements with clear roles and responsibilities, as well as processes for undertaking ME at the various levels of governance.
She said the efforts of government had significantly helped to improve the conduct of Monitoring and Evaluation at national, sector and district levels.
She said so far the NDPC had prepared and submitted the national Annual Progress Report (APRS) to Parliament.
Dr Adutwum said these achievements notwithstanding, assessment of the current national monitoring and evaluation system showed persistent weaknesses especially with regards to the availability of adequate financial resources.
She also expressed concern about the inadequate technical capacity to undertake monitor and evaluate government policies, programmes and projects in an efficient and effective manner on a consistent basis, as well as demand and use of ME results.
Mr Paul Victor Obeng, Chairman of the NDPC who launched the book said research in various areas of evaluation and policy framework, the manual was important to guide the institutions.
He said the manual had been enriched with immense support and contributions of key monitoring and evaluation partners, including staffs of the Policy Planning, Monitoring and Evaluation of MDAs, Academia and Research Institutions, Civil Society Organizations and the NDPC development partners.
