NDPC to release 2014 Citizens’ Assessment Survey

The National Development Planning Commission (NDPC) is to release the 2014 Citizens’ Assessment Survey report on the Capitation Grant on July 29.

The survey conducted from November 2013 and May 2015 was to assess whether or not the Capitation Grant is achieving the objective of eliminating extra fees and charges at the basic school level, at least from the perspective of the citizenry.

In a statement signed by Dr Nii Moi Thompson, NDPC Director General and copied to the Ghana News Agency in Accra on Tuesday explained that the findings of the report is the first to be conducted under the Ghana Shared Growth and Development.

“As part of the Monitoring and Evaluation arrangements for the national development frameworks, NDPC conducts Citizens’ assessment surveys on yearly basis and can focus on all the thematic areas of the policy framework or it can be issue-specific,” the statement said.

According to the statement, three such surveys have been conducted so far in 2002, 2005, and 2008.

The statement explained that the 2002 and 2005 surveys focused on all the thematic areas of the policy framework, while the 2008 was issue-specific, focusing on the National Health Insurance Scheme

The Capitation Grant Scheme was introduced by the Ministry of Education, Science and Sports in 2005 with the ultimate objective of abolishing all school levies which were hitherto, a hindrance for most children who want to have access to basic education.
