Former President John Agyekum Kufuor on Tuesday called for the creation of a second Chamber of Parliament to help in modulating decision making.

He said the Chamber should consist of eminent personalities in the country to ensure checks and balances.

Mr Kufuor was speaking to the press in Accra on the sideline of the Institute of Economic Affairs (IEA) post Supreme Court verdict lecture on the theme: “Fostering peace, national cohesion and reconciliation after the ruling of the Supreme Court of Ghana”.

He also called for the abolition of the situation in which Ministers of State are also members of parliament, adding “I believe in paying the people well, so that MPs will not be lobbying for Ministerial portfolios.”

The former President said pressure groups should be able to check Ministers of State to ensure accountable and good governance.

On the call for electoral reforms by the Electoral Commission (EC), former President Kufuor said the EC was part of the problem and therefore could not arrogate to itself the reform process.

He suggested that the Inter-Party Advisory Committee would have to meet and share ideas on the way forward.

Mr Kufuor noted that the EC was a creature of the constitution and should be able to win the trust of all, adding that, it should be transparent, independent and accountable.

Actually, I am in fully support of what the Former President J.A. Kuffour has said. The fact that MPs are as well as made Ministers I think is waste of government resources and there is also the need for a second chamber of parliament to be introduce so as to ensure accountable government in Ghana. Thank you.
