The HR Units, amongst other things, would be mandated to promote the capacity-building of local government staff, facilitate recruitment and selection of the needed manpower for the assemblies, and commit itself to the improvement of the general welfare of staff.
Dr Mahama was speaking to the Ghana News Agency in Kumasi after a two-day familiarisation tour of some districts and municipalities in the Ashanti Region to interact with staff of the decentralised departments and agencies.
He also met and addressed heads of departments.
Some of the districts and municipalities he visited included Amansie Central, Adansi South, Ejisu-Juaben, Asante Akim Central, Obuasi , Bekwai and Asante Akim North.
Dr Mahama said the Service is required under the law to provide the needed human resource input and administrative support services to the assemblies to enable the staff to discharge their duties effectively.
He advised the assemblies to intensify their internal revenue generation activities to enable them derive the required revenue to complement the District Assemblies Common Fund, to provide development infrastructure to improve the living conditions of the people.
Dr Mahama advised local government staff to be conversant with the conditions and scheme of the Service in order not to be found wanting in the discharge of their duties.
