Lack of capacity building in public service linked to rising judgement debts in Ghana

cediMr Kwabena Twun Obese-Jecty, Director General of the Internal Audit Agency, has said inadequate capacity building in the public service is a challenge that has partly led to the pile of judgment debts in Ghana.

He said there were some authorities in the service who issue directives to contractors to stop work but had no idea about the details of the contract and its expectations.

This amongst others, Mr Obese-Jecty said when he appeared before the Judgment Debt Commission on Wednesday.

Mr Obese-Tecty, who was responding to “the role the Agency played in protecting the state finances against judgment debts”, said judgment debts were by themselves not negative provided such cases had passed through competent court system and other relevant processes.

He said until now the Auditor General Department and the Accountant General’s Department were performing the duties of the Agency.

The Director General said the Agency had submitted its annual reports from 2004 to 2012 to the Commission and was processing the 2003 report for presentation next Wednesday.

The Quality Grains Company Limited, Lands Commission and the Lands Valuation Board also appeared before the Commission over the acquisition of land for Aveyime Rice Project, for which Torgbi Bormorde Siameh is claiming ownership and compensation for the 1,834.84 acres out of the total land area of 20,799 acres.

Also at the Commission were Nana Kwaku Duah Appianin III and two others who testified on the acquisition of land for the establishment of the Second Brigade for the Military in Kumasi in which compensation of 11.99 million old Ghana cedis was paid.
