Fair Wages and Salaries Commission to meet workers on allowances

The Fair Wages and Salaries Commission (FWSC) on Sunday released its schedule of dates and venues for meetings with various sectors towards the standardisation and harmonisation of Category 2 and 3 allowances of various public sector workers under the Single Spine Salary Structure.

A statement issued to the Ghana News Agency on Sunday said officials of the FWSC will be available to provide further details on and about the upcoming discussions, what it is for, the benefits etc.

It extended invitation to the media to “follow through with the various discussion sessions”.

    OBSERVATIONS ON THE PERFORMANCE OF SINGLE SPINE SALARY STRUCTURE BEFORE, DURING AND AFTER THE MIGRATION OF GES STAFF.
    I write to express my opinion on the new pay policy called the SINGLE SPINE PAY POLICY which is a new pay policy in the public sector.
    Note: ALL observations made relate to GES staff.
    This policy is set to have removed the inequity(ies) in the public sector if not all but to some extent. The pay policy is welcome by all and we are grateful to the government of Ghana at all efforts to harness the inequity in the public sector salary administration or solving public sector salary disparity in Ghana.
    But in an attempt of removing the inequity, we realize that several other disparities exist or are been created, few of which will soon be put down for your consideration and /perusal.
    Though l/we are aware that the new pay policy is not an event but a process and again not base on one’s qualification, we expect to see some harmony in the placement of a particular qualification especially the HND regards other Diplomas.
    Some of the inequities l/we felt should be re-looked at are as follows:
    i) The HND graduate is place far below ordinary Diplomat’s from the Universities or the college of Education Diploma.eg while all Diplomas either ordinary or College Diploma is place onPSH14, the HND Diploma is place on either PSL13/PSL14 except the SEC.&MANAGEMENT graduates who are put on PSH15.
    ii) Even with the HND, they are place on different levels though we understand they perform different jobs.
    iii) The first batch of diploma graduate from the college of Education -2007 is place on the same level with the certificate holders who have been in the service for the past 9/10 years.
    iv) Again while other ranks are appreciating in levels, the watchmen/gatemen ranks remain on the same rank.eg a senior watchman remains on the level PSL6 on the SSSS as the GUSS.
    v) UNDER the guidelines for SSSS migration, the onus of putting people who have serve at the rank b/n 4-7years at step 3 on the SSSS is a de-motivation. Likewise the period b/n 8 and above years all on step 4 need much to desire.
    I seek to be educated on the placement of the various personnel from the other public institutions regard the personnel of the Ghana Education service non-teaching staff. This is b/c the earlier structure released in July, 2010, the Accountant GES was placed on level 16 but later review to PSL.14 visa vise the audit class.(The question is does this situation applies to all other org./all revenue and accounting services in the public sector? ).
    In conclusion, l understand that the pay policy is to reduce if not to remove completely the inequities in the public pay structure and to a large extent reward those who have been cheated or not remunerated appropriately in the past.
    l pray that this pay policy will see light of day and workers would be motivated to work harder and be rewarded for work done.
    Again l congratulate you for the relentless efforts to making this new pay policy a success.
