Finance Ministry gives approval for SSSS implementation in GES

Kwabena Duffuor - Finance Minister-designate

The Ghana National Association of Teachers (GNAT) on Tuesday confirmed to its members that approval had been given by the Ministry of Finance and Economic Planning for Ghana Education Service (GES) employees (both teaching and non-teaching staff) to be rolled onto the Single Spine Salary Structure (SSSS) at the end of February, 2011.

A statement signed in Accra by Mrs Irene Duncan-Adanusa, General Secretary of GNAT said, “The approval is contained in a letter chanced upon by GNAT addressed to the Controller and Accountant-General dated January 26, 2011 and signed by the Sector Minister, Dr Kwabena Duffour.”

“It stated that the date of implementation is January 1, 2010,” the statement added.

GNAT by a letter referenced 0549C/97/2011 and dated January 28, 2011 has requested the Fair Wages and Salaries Commission (FWSC) to convene a meeting of the Negotiating Committee to negotiate the schedule for the payment of salary arrears accruing to GES employees as a result of the implementation of the new pay structure.

The statement explained that Professional Allowances paid to teaching and non-teaching staff of the GES “has been consolidated as part of the SSSS and, therefore, the payment of this allowance must cease with the implementation of the SSSS.”

It further directed that the payment of all other existing allowances should continue at the prevailing rates based on the old salary structure for teaching and non-teaching staff of the GES until they were reviewed as part of the implementation of the Single Spine Salary Structure.
