Mr Mensah was briefing the press in Kumasi on Tuesday after touring Ejisu, Bekwai, Bosomtwe and the Asokwa NHIS offices as part of his tour of the northern part of the country.
He said the Information Technology (IT) unit of the scheme would also be looked at again to help make its operations more effective.
Mr Mensah expressed concern that hundreds of ID cards had been printed and released to the offices but are not being collected by their owners.
He said plans were being put in place to reduce the length of time taken to sort out cards and their collection.
